I wanted to share the following (pun?), because I was unable to find the below information summarized elsewhere. Other forum posts have discussed messing around with mouse DPI & in-game mouse sensitivity; this can create an illusion of less lag, but doesn't actually address the underlying cause.

The mouse lag experienced in Dying Light can be caused by in-game post-processing effects and / or NVIDIA driver settings. (I'm not sure if there are analogous AMD driver settings.) In my experience, it can be completely eliminated (both the cursor lag in menus and the control lag in-game) by disabling the post-processing effects, assuming the driver is also configured for minimal latency. This has negligible effect on visual quality, as most of these visual effects are essentially just instagram filters.

To eliminate in-game post-processing effects that cause input lag, disable all of these in-game settings:
-NVIDIA depth of field
-Film grain
-Chromatic aberration
-Motion blur
-Anti-aliasing (actually not 100% sure if this is part of the problem)

Turning on even one post-processing effect (except AA) immediately re-introduced input lag for me, even if it didn't affect the framerate.

If you experience input lag even with these settings disabled, make sure your graphics driver is set up to avoid input lag. NVIDIA driver settings that affect input lag:
-"Maximum prerendered frames:" force this to 1.
-Triple buffering: disable this. It increases FPS when Vsync is enabled, but at cost of latency. Consider also forcing VSYNC to "fast" or "off."
-"Perform scaling on:" perfoming scaling on GPU seems to introduce a tiny amount of latency, even if I'm using native resolution. (That is, perform scaling on display appears to be better.)

The game looks laggy even on 60fps.... its cos they forced motion blur wich cannot be disabled, and it serves "cinematic feel" but in reality it makes my eyes and head hurt....

There's an option to disable motion blur in the graphics menu, along with chromatic aberration and film grain. I play with all of those turned off.

Pretty weird, I've never noticed it, maybe try to disable antialiasing? Sometimes it produces some texture artifacts, so it's some sort of temporal AA (which usually comes with some movement blur)

Yep just tested it its indeed the utter crap Temporal AA that adds insane mouse lag and insane blur -.-

That helped to get the input delay down to "just acceptable" levels.

Grain? I always turn that off for gaming. Fine for cutscenes.
Motion blur? I don't like "drunk simulation".
Depth of field? Playing on a large screen 4K, Titan X.. When I WANT DoF I take of my glasses, I don't like games dictating me where to "focus".
Chromatic aberration? Nobody wearing glasses likes that effect. When I "want" it I look trough the edgy of my glasses instead of center.

Yeah, so, my thread sucked but the intended takeaway from my OP is that disabling ALL the postprocessing effects seemed to eliminate mouse lag, even though the effect on framerate was modest.

That plus being sure nvidia drivers are set to max prerendered frames = 1

Haha I'm not the only one who compares DoF and Chromatic Aberration to wearing glasses xD
I bought game after 4 years (I was playing warez version in the past) and I am really shocked that input lag problem is still not solved, game has terrible delay even with 80 FPS. In most of games input lag can be noticable in 60 FPS (but not so bad) and with FPS 80+ it disapear completely, but in DL it's delayed even in 100 FPS and nothing helps.
I think we can't really solve that, it looks like game engine is just terrible. I am happy they at least added possibility to turn off chromatic aberation, when I played that in the past, chromatic aberation was really killing me. And FOV slider is also big advantage of this Enhanced Edition so it's much better experience than 4 years ago, but there is still input lag.
Only way how to lower input lag in this game is set details to have FPS 120+, this is probably the only way, in 60 FPS it's absolutely unplayable. I am still sad when some studio makes game and absolutely don't care about such things like input lag, it's one of the most important things in games, but modern engines are poor and have input lag almost always. I think the best "zero lag" engine is xray engine from Stalker, even with 50 FPS only, mouse is not delayed. I have no idea how they did it, but that engine has no input lag. That's why old games or games runnin on outdated engines are more comfortable to play than modern games.

EDIT: it looks like the worst lag is caused by nvidia PCSS, from what I tested, this feature is increasing input lag the most, after I disabled this shit, frametime fell down to 12ms in 80 FPS, that's relatively normal with that FPS. At least game runs well on my RTX 2070 Super in 4K, I was afraid about that.

BTW If you are PC player, set FOV slider to max immediately, default FOV is so low that max possible FOV is only way how to play it.
