At a time of writing, it seems the GoG version is the only marketplace is missing the free Ox Warrior Bundle that Techland has published as part of the Lunar Event.

Interestingly enough, the paid DLC "Raider Of Harran" that has been published at the same time, is perfectly available.

Any news on why?

Got this reply from their support@techland.pl: I don't know you guys, but I'm tired of the constant problems and issues with this game. The game is still great and the issues are minimal, but we are still paying customers, we are out of already three DLC's (the free ones, all the paid ones are religiously published here) and some events, and we're getting nothing in return.

Way to let down part of your community, ffs.

It is an insult. The free DLC are not released, even though THEY ARE INCLUDED IN THE GOG VERSION. Absolutely all paid DLC is released, but the free one is "f** you". Do we include this company as "Company that treats GOG customers like second-class customers"?

I wish even all the paid ones would come available at release

On the other hand, the free DLC https://www.gog.com/game/dying_light_rust_weapon_pack has appeared with a listed release date of today ('April 19, 2021').

It's already here.

Oh, yeah, a Free DLC to promote a different game. But the Ox Warrior Bundle is nowhere to be seen.
