This seems to be related to having older logitech devices, has this been fixed? WILL it ever be fixed?

Yep, here is what I posted on a steam thread a bit back
anyway after lots of googling and luck I have answers, usually this error is caused by some random usb device's driver or dep.... in this game however it seems to have more to do with a bad usage of the VC 2013 runtime. Reinstalling/repairing does not help.
What you can do as a workaround is (assuming you are running win7 sp1) run the game in compatibility mode for win7. This bypasses the bex 64 issue and runs the game with a error box, just ignore this box and the game runs fine, some people have reported performance issues though.
