I really love Duke Nukem! His quotes are just too awesome!
Anybody knows a way to be able to listen to his quotes outside of the game?

There's WinRipper.
Point it at the duke3d.grp file and set it loose. Might be a bit overkill for what you want, since it will extract everything. And you'll have to figure out after the fact what it is, since WinRipper will name everything DUKE3D_000.wav, DUKE3D_001.WAV, etc.
There's also Dragon Unpacker. It can actually show you the filenames inside the grp file, though that may not be much help. Naturally, they're old 8.3 style filenames, and therefore pretty cryptic. Also, if you use Dragon Unpacker, you'll need something that can play/convert voc files (winamp works). WinRipper converts them to wav automatically.
Edit: Duh, there's also the kextract.exe command-line utility that came with the game, if you don't mind using command-line. Still have to have some way to convert voc files though.

It's amazing that Duke Nukem so blatantly stole so many of his quotes from Army Of Darkness. That doesn't make them any less cool, of course ;-)

I wouldn't say stole. I would say...inspired by. Likely the devs were fans of Army of Darkness (who isn't).
Now that I think about it, Ash and Duke share a lot of personality traits...womanizing egomaniacs who like to shoot things while throwing out funny one-liners.
If they were making a Duke Nukem movie, who better to play the man himself than Bruce Campbell...."Gimme some sugar baby!"

Hmm, perhaps my memory is at fault. I thought there were more. Still, those are two of the most memorable Duke quotes, especially "Hail to the king, baby!"
Oh, I just remembered. "Who wants some?" and "Come get some!" are also from AoD.
Duke says in his "Auto" Biography on 3D Realms that AoD is his favourite film.
Well, the ringtones have some excellent quotes. Try those, they're in MP3.

Dragon Unpacker should work, since Manhattan Project is on their big list of supported games. I don't know about WinRipper, and I don't have Manhattan Project to test it on.

The movie quote similarities don't stop there.
They Live: "I'm here to chew bubblegum and kick ass, and I'm all out of bubblegum."
Duke Nukem 3D: "It's time to kick ass and chew bubblegum, and I'm all out of gum!"
There's probably even more than that, though I can't think of any that haven't already been mentioned.
