Obviously this makes the game very tedious to play.

Is there a way to stop this behaviour?

I too have this same problem. Having never played this game when it was originally released, I don't know if this was a problem back then as well. Is it possible to fix this, because otherwise, the game is enjoyable.
Ditto. I have to press Enter to select an option. I can move the mouse pointer, but left clicks are not accepted. I cannot play the game with right hand on the mouse and left on the Enter key, it's just not comfortable on my laptop.

I managed to fix the issue by locating game .exe file, clicking 'properties' on the .exe file and checking 'disable full screen optimizations' checkbox as well as setting compatibility mode to 'windows 95'
