If you initiate aggression with the rest of the camp, then Roost will just engage in combat on sight - regardless of whether there's some important story stuff (cough cough) to be told.

Fortunately I already knew what he was going to say, but seeing that the post-combat chit-chat mentions speaking with him, I would assume it is a bug that combat is initiated immediately - it certainly did not when I had snuck through the camp in a previous playthrough, thus why I know what he says.

If I had to wager a guess, it's likely related to the other units in the room being in the same faction as the rest of the camp, thus immediately engaging in combat regardless of whether the talking NPC has something to say.
I've certainly had a magister patroller tied to some execution squad do just that, which then proceeded to cancel the combat with the rest of the talking magister NPCs that were not part of that squad once the patroller was killed.

Working fine, not a bug.
If your camp were under attack and enemy is storming your HQ, would you try to talk to them?

The same logic can be applied to quite a lot of places in this game, so let's turn it into a Hack & Slash instead.

Hack'n'Slash... Back to roots of this series? This process already in progress as we all can see.
