I had that same issue, and then I ran a file integrity check and it resolved it. You may want to do that or uninstall/reinstall. It should hopefully resolve the issue for you.
I have re-installed the launcher, I have re-installed the game I have verified the game I have made exemptions in my firewall. I cant think of anything else to do.

Было тоже самое, потом само пропало, после того как я поигрался с этим апдейтером на разный пользователях на пк.

Tried running it in compability mode, I've even logged a ticket at battle.net and see if they can help me

this is so fucking frustrating, i don't even know if i can get a refund..
Okay, so this message comes up when you try to run BNUpdate.exe. But you don't need to run that exe at all.

So let me first confirm how it goes for you.
You run DiabloLauncher.exe (or you launch it from GoG Galaxy)
You go Multiplayer
Select Battle.net and confirm
This message shows up?

correct, europe gateway.

even tried to delete the offending program

it's in the main diablo game directory and named "BNUpdate"
Ah, that is the issue! The gateway is supposed to be "Global", not Europe.

Go to the Diablo folder and run Directplay.cmd, that should fix the issue.

You are my HERO. Thank you so much! Have been fenaggling with this all afternoon. I was able to get right into the Global gateway. Initially it did indicate a connection problem, but refreshed and it allowed me in to create a character. I have a 10+ year old motorola modem and set up forward ports earlier trying to resolve this issue, so don't know if that played a part or not.

FYI This was after reinstalling everything multiple times, disabling DEP (I ended up enabling it again since it didn't help), then finally forward ports.

Then run it as admin. It is supposed to blip a bit and do nothing. But then you start GOG Diablo and your Gateway should be Global, not Europe. Connecting to Europe = wrong. Connecting to Global = correct. Got it?

Anyway, this is GOG's issue to fix. It's a wrongly set up entry in Windows registry, so if you uninstall Diablo, install it again from GOG, and it still says Europe in your Gateway, then you're supposed to turn to GOG support and tell them that a fresh installation of Diablo doesn't set up your gateway properly and they should look into it.

Rats!

Well the game is not allowing me to change gateway to global, so I'll probably lodge a ticket with gog then. :(

thank you for the help either way.

if anyone else has a quick fix, please tell
