Well your using the wrong settings your gpu can not handle it. Dont think its a old game i can run it at 4k or so. The problem is AF and MSAA for that. Tweak it and your fine.
Diablo 1 doesnt use gpu
Game is not even 3d, it's pixel graphics
There can be no anti aliasing or anisotropic filtering. these are 3d effects.
That they are listed, doesnt mean they work.

Game is physically rendered at 20 fps.
Today we have 60, 120 and even 240+ Hz monitors, so 20 hz can be irritating. But aside from using mods that increase framerate for this game, there's nothing you can really do about it.

This got fixed in DevilutionX yesterday, the game now runs at vsync instead of 20fps. You can either compile it from source or you will have to wait until the next release.
