No. But also yes, though mostly no.

I asked someone smarter than me this very question a long time ago. What you're after is the Level Of Detail of these assets and, sadly, there isn't a simple toggle anywhere to change this. What you see in the Options>General menu is what you get.

However, it is theoretically possible not to use Level Of Detail and simply to have each object in the game at maximum detail.

Unfortunately, to my knowledge, that option would involve you manually recreating every object in the game in a specific 3D modelling program and then exporting it into the game without adding lower Level Of Detail versions.

Just in case you're mad enough to consider doing this, I must advise you that even though your rig isn't breaking a sweat running DFBHD, the game engine will not be happy about so many complex assets being rendered at the same time and your framerate will likely slow to a crawl.
