This game runs really bad on my ryzen 2700x + rtx 2070 pc. Looks like garbage too ( And this is at HIGH settings). I am on windows 10. Can someone please help me out ? Feel like I am missing some important piece of the puzzle here.

Ever get this figured out? You definitely have something going on. Your pc should be able to run it flawlessly with those specs.
It runs like crap for me too. I tried the Steam version, but it's 32-bit only and the GOG version's 64-bit didn't help either. I finally get the game to run and it stutters and jitters like mad. I even had to do an 8-pixel adjustment on a custom resolution because with the standard resolutions the game was capped at 50FPS. I remember this running really well back on Windows 7 and I don't know what's happened. I finally gave up after spending 4 hours messing with it.

I have a Ryzen 5 1600 and a 1060 6gb and I can agree it runs so bad for the hardware, I don't really understand it either maybe something to do with the newest drivers?
Guys this game is notoriously badly optimised, on modern systems it is severely bottlenecked by single-threaded CPU performance. Is has always and will always run poorly, it was the butt of jokes for many years.

It's not single-threaded, though. But there is truth in it, as in - the game is optimized according to utter bullcrap prediction they got from Intel. Which was that the future will be 2-4core CPUs with cloaked at around 6, 7... maybe even 8 GHz. And now you can see results - a game that is using generally up to 3 cores and pretty much has entire AI parked on 1 core, which just chokes everything.

I didn't say it was single threaded, but the bottleneck is the speed at which your CPU can execute a single thread.

On my quad core crysis usually uses about 18% CPU which is about one and a half cores. Makes perfect sense since when this game came out dual-core CPUs were still relatively new.

I think I know what most people's problem is, as long as they do not have a junk processor like AMD's FX-4100.

Are you, who have terrible frame rates on good machines, on DirecX 11 or DX 12 capable machines, including using Windows 8 or later? I think you would benefit from installing DX 9 and DX 10.1 next to DX 12 (or 11 if you are still on that). You would think DX 11 and 12 would come with full support for DX 9 but that is not the case. You can have ie DX 12 and DX 10 and DX 9 installed next to each other no problem. Just download from MS or other trustworthy site.

Also, know that you can force use of DX 9 instead of DX 10. I forgot how to but you can search for it yourselves. I had to use that as my DX 10 capable GPU could only serve me a slide show ten years ago.
