It seems that once you run the game while using a HDMI cable, the game will immediately use the 24Hz refresh rate. Here's how to fix this annoyance:
1. Download dgVoodoo (Requires a system with DirectX 11 support such as Windows 7 or newer)

2. Copy all of the DLL files into the main game folder and then run the dgVoodoo configurator

3. Press Add button and select the main game directory.

4. In General tab check Enumerate refresh rate then go to the DirectX tab and select the desired resolution with the appropriate refresh rate (60Hz may display as 59Hz).

5. Accept it and play the game
