I don´t have a real solution, because I asked myself the same after a couple of gaming hours. I guess, when you start a new game, the difficuldty setting. will be the one, you took the last time.

You might try one of the "cheats" there is one command that shows debug info about the game (Ctrl+V)
Just check the "Skill: X" X = 1 <-> 4. 1 - easy, 4 - hard.
