A few things:

Did you right-click the map after selecting the attack-move order? I know for some games it's select the order, then left-click, but for Cossacks it's right-click.

Are you controlling a formation? They have a tendency to move a short distance, stop, then start marching again. But usually they'll defend themselves.

Are they 17th Century Musketeers, or some other infantry that lacks a cold-steel(melee) attack? These units will not fire if an enemy is too close.

Are you sure you didn't set them to Stand Ground. In the above case of lacking a melee attack, ranged units will back off and try to fire, except if they're in Stand Ground. Then they just stand there and get killed.

Did you also accidentally set Disable Attack? They won't ever attack then, unless you give them an attack order(which re-enables attack).

Do you have iron and coal? Guns and cannons need this to fire, although with infantry, this is less than a single unit of each for each shot, I think. Still, if you're out, they have no ammo.
