When I play with the AI I set up the game with no 18th century barracks and no diplomatic center. Despite this, the AI never respects these settings and builds both buildings and units from them. Why?

The second problem, the AI never creates cavalry from the stables (except for Ukraine, Turkey and Algeria). Why?

I play on a very hard.

The first problem I recognise from the trilogy/the first games and am annoyed by too but the second problem I have not seen. Just to make sure, which of the games is this in? Quite a few of them.
