Two not(s) is a double negative, and thus you are suggesting that we purchase CivCity.

Have you gone and read the help or as would oft be the case when dealing with a Sid Meier game, reading the instructions?
Same exact problem here. Uninstalled it, reinstalled it, at least 5-6 times now. Run it in all kinds of compatibility modes, with and without administrator access. Can't even get past the first campaign mission because the workers just sit around, until I build a house for them, then they just sit around their house... It's like, go, you got a warehouse accepting everything, you have work to do, there's stone right next to you. For kicks and giggles I even set working hours to the max, figuring at least that way they can collect a fat paycheck for sleeping...
I also have this exact same problem in the first campaign mission, which makes the game unplayable. There are only a limited number of things you can do in this tutorial mission, and none of them make any difference. I will be asking GOG for either a fix or my money back.

You can see the "city" I've built so far - warehouse in place, roads, houses and plenty of stone camps but literally nothing is happening.

I think you have way too many stone camps. If I recall, you only need one or two for that early on. Also, you might need a pig farm and a butcher to feed your people. Plus make sure water is in place, etc. Lean towards fewer production faciliities early on (i.e. one or two at most of each - spamming them does not help).

If you click on a house, you will see what things they are asking for such as water, meat, etc. depending on what stage they are at. If the people are not getting what they want then they will become unhappy and not progress to the next housing level.

Hope that helps. Once you get the hang of it, you might enjoy it. I've been enjoying it quite a bit myself!

Mine were doing the same thing. I have played this game many times, the only thing I have done different now is updated my processor. I did manage to get them to work again, I kept playing around with the visual settings, anti alaising, resolution, etc. It finally started to work again.

Not sure if this will help you, but it helped me.\

Yeah i can't get them to do anything. They won't even upgrade their shack even though there is a well right a crossed the street.
To whoever reads this. I believe I may have solved the Problems.
When you build lets say a well. The worker will only stay at that spot. Same with all the other workers with all the other jobs. You can change their jobs. Click on them, then there's a little green arrow, that says change jobs.

For me, Only reinstall solve this problem with idle workres. Patch 1.1 should resolve but it does not. I use window 10. Nothing helps. Besides that one of my savegames crashes the app . Game is good but useless.

thanks this was a massive help I could you believe just one job wasn't working everything else was going fine just not tunics on a level where I needed the 2nd type of housing hell first time I ran into the problem it took me so much time to figure out what was wrong because it was a combat mission.
I have exactly the same problems and it is impossible to continue the civil campaign because workers for wood stay at home sleeping. So it is impossible to build boat (I am at Massilia level), ... 9,90 euros for a game which does not work correctly at all => :-(
