After I installed the "classic" version of Carmageddon: Max Damage, I've noticed that it put a bunch of GOG Galaxy folders on my computer when I never installed Galaxy before. Why is it doing this? I've attached a screenshot.

It installs GoG Galaxy because it uses Galaxy for various features, as it says when you download it

Nope, your screenshot shows the GOG Galaxy Game Installer version selected. IronArcturus is referring to the Classic Game Installer version. You can find this by using the More dropdown.

Yeah, I used the classic installer only and for some reason it put Galaxy folders on the computer. This has to be a bug. I've also noticed that Doom 3 has the same problem.

I'd test it out myself, except that I do have GOG Galaxy installed (I sometimes use it as a download manager for the classic installers) so I wouldn't be able to tell the difference as the Galaxy folders are already there for me.

I'm always only using the classic installers (never installed Galaxy on this comp') and I have too the same kind of folders (never noticed before), and so too the one you're talking about which was created with the installation of Carmageddon Max Damage.
But the folders are empty I must precise.
I would imagine that the GOG Galaxy folder structure is inert if you don't actually have Galaxy installed, so you can probably just delete them.

When I delete the Galaxy folders they are immediately recreated once the game is restarted. It has to be a bug since other GOG games may use Galaxy but they don't create the folders.

In that case, it's going to be one that needs to be raised with GOG Support directly, as it will be down to how they've packaged the game to work. It may be that there is a reason behind it, such as making it easy for the game to be imported into GOG Galaxy should the user decide to make use of it for multiplayer after having initially used the Classic Installer, though I thought that Doom 3 (the other game you've seen with this issue) didn't have multiplayer other than forced via LAN. Or it may be an oversight in GOG packaging the different GOG Galaxy and Classic installers.
Well, I believe we now have an answer to this.
