I recently bought Carmageddon 2 in North America (the NA version - it even has the ESRB rating on it!), but for some reason it tells me that:

"Sorry, this is the Western European version of Carmageddon II - Carpocalypse Now. This version can not run on this machine."

EDIT: Found the answer I was looking for here
http://www.carmageddon.com/forum/topic/23668

Turns out you need to have your System Locale and Location set in the UK/Western Europe in order to get around this issue.

--------------------------------------------------------

That being said, I was also weirdly able to run the entire game straight off the disk without issue (only needed nglide1.2 installed in order to get the hardware rendering working). Everything in the game seems functional right off the disc too. The only thing I couldn't get to work was the software rendering mode.

Has anybody ever run into this or my original issue before?

I just bought Carmageddon 2 from here at GOG.com and received the same error message. Thanks for the info.
