I read all of the messages and also the support and I actually got the game to work for the first time ever (on my system anyway). Here's what I did:


1.) Install outside program files

2.) Don't put spaces in call 2 power folder name (use "calltopower2" or whatever)

3.) Install as admin

4.) Put "Launch Call To Power 2" in CTP2 folder in DEP exceptions

5.) Run as admin


Not sure if you need to do all of this because I know for a fact that I'd already tried pretty much everything on the list. However, I don't remember installing it as admin before. Also, even after I'd installed it and tried to run it as admin, it still didn't work. So, I did step 4 and I can finally play the only game on GOG that simply refused to work on my machine.

Hope all this helps someone

Odd. For quite few people they produce unskippable black screen iirc and only solution thus far have been to rename the video folder to prevent them from running even on XP. Got to try your solution at some point. Don't know why it would work.

I think only thing needed for CTP2 to show all videos was compatiilty mode to winXP sp3.

I did everything you stated and it still doesn't work. The User Account pop up box appears, it appears to load a little and then nothing. It's so frustrating I can't get Civ II to work as it is so CtPII is the next best thing for me. I'm sad now.

Thank you anyway though. I'm still gonna have a go at trying to get it work - I bet it's something simple too. However at least I now know how to make DEP exceptions. :)
Still a great game! Though I really wish there was a quick fix for the too many cities problem--being unable to trade or negotiate using your last cities past a certain amount...

For example, if you have 50 cities (I cannot remember the exact number), and you capture a 51st city, you cannot negotiate using that 51st city until you get rid of one of your other 50 first :(
Not working on windows 10 64 bit. I tried all of the mentioned fixes :(
