Is anyone else having an intermittent cursor hang every 4 or 5 seconds? Maybe it's just me. Any help would be appreciated.
EDIT: Okay, the stutter seems to be just in the menus. Once the game starts, it goes away. However, the game is really sluggish. The cursor moves like it's in molasses and the scroll speed is terrible. My PC has plenty of power. Just seems like a bad port of the game.

i found a solution.
1. run the Game
2. open TaskManager
3. serach the process "ctp2.exe"
4. right klick on it and select pocess Priority
5. set the Priority to Realtime

im my game it works fine.

How are you launching it? Are you running it in compatibility mode or anything? My task manager won't let me change it. "Access Denied"

Thats strange, im using win 7 under administrator, just instaled the game, runned it in 800*640 (thats the only thing i changed/did prior to the fix) and followed BabCom instructions, worked fine for me.

setting the priority to Real Time didn't work for me but setting the CPU affinity to just one core did it
Just in case anyone still needs this, had the same issue and none of the above fixes worked, however lowering my mouses polling rate did. For some reason this game intercepts the mouse movements (Way to go activision) my best guess is that it has some sort of acceleration attached.

Yet again, if you can, try changing your mouses polling rate, I changed mine from 1000 to 500 and it works fine now.

Yep, this worked for me. I wouldn't even call it lag.... unless 3-5 seconds of wait time every other time you move your mouse feels like lag to you (lag should see the computer catch up eventually - delayed. This game never catches up - your mouse just won't move, and nothing you do is "seen").
I dropped my mouse from 500Hz to 250Hz polling, and all is well.
Playing at 1920x1200 at the largest map, I get the problem with all "fixes" tried. I have changed affinity to one core, set priority higher, and lowered the polling on my mouse from 500 to 250, then to 200, and then to 125. I also changed the mouse speed in game, but nothing has worked well.

I play the game without any mouse stutter on a laptop with less power than my gaming rig, so I am pretty sure the CPU load has nothing to do with it. It might be the mouse though. Could be the game doesn't handle gaming mice (mouses? Not sure how it is when you are talking about the electronic kind) well, as the game also employ possibility to chang mouse speed.

I have tried the unofficial patch, and it seems to fix the stutter, but I want to play this game without all the extra changes they have made.
I've got the same problem but it only occurred AFTER i switched to the desktop using ALT+TAB. I still have to do some testing and will update this post.

Will try changing the polling rate first. I use a Roccat Kone Pure!
Not having a cursor stutter, but I am having an issue in that whenever I move the cursor across the screen, a black square is left behind where the pointer had been. This results in a black line being drawn across the screen which disappears momentarily upon clicking a button (on the main screen) or on a city or unit (in-game). I've tried the fixes mentioned here for the cursor stutter in the hope that it might fix my problem too, but to no avail.

I'm running an Intel Core i7-4790k with 8GB DDR3 and a GeForce GTX960 running the latest drivers.
I went through all of these things until the mouse stopped stuttering.

Steps taken:
Single core affinity.
Real time priority.
This input fix from Microsoft (Article "Mouse pointer stutters or freezes when you play certain games in Windows 8.1 and Windows Server 2012 R2 " in KB; I'm not allowed to post links)
and the thing that finally made it smooth; lowering polling rate to 125 Hz.

Hope you have the same luck, it's quite fun, and different from other Civ games.
My personal experience over the years is that whenever i buy a brand new powerful computer that is 50% or 100% faster than the old one on paper..... its never 50% or 100% faster in practice... it will be like 15% to 25% faster at best. and even then it is always eager to find little excuses to be even more slow with certain games .... sometimes even slower than the old computer!! as is the case with this game.
The only solution for me was to change screen resolution to 800x600. Now cursor works fine.
My 2 cents: Had the curser stutter, no matter what.
1024x768 works flawless until the map gets very crowded in the end-game. Then I might be forced to go to 800x600.

The game developers thought 'mouse drag' means it should drag like it has a ball and chain attached!

When i play this game, i can say that i break out in a sweat (mentally speaking) from all the effort dragging the ball and chain mouse around.
I have the same problem.
And no solution worked for me. I'm on Windows 10.
