I am trying to run Call to Power 2, downloaded from Gog.com. Windows 7, on a Hewlett Packard model p6710f desktop. Crashes to desktop about every five minutes.

Ever since I moved to Windows 7, all my games seem to Crash to Desktop.
Compatibility Mode is a joke...worked okay in XP, doesn't work in Win 7

Unfortunately the only advice I can give is to give the CtP2 Source Code Project a try. Perhaps it's more stable in more modern operating systems.

Also in case you don't do so already, ALWAYS install games outside program files folder (default installation location for all programs and games). Use c:\games or something (another partition/drive prefered if possible).

Oh and does it give any error message when it crashes? In case the crash is anything directx related, try updating your directx runtime libraries (/[url=http://www.microsoft.com/download/en/details.aspx?displaylang=en&id=8109]standalone installer).
Civilization 2 Call To Power Crashes under Windows 10

After several weeks of analyzing all the different logs and obscure error messages (which mean nothing) I found my problem was with the Windows Paging File. Some people call it the "swap" file where memory is swapped to disk. Mine was set rather low but was suppose to adjust with us. Well, it did not adjust. So I logged in as the administrator (which you have to do) and set the size of the swap manually. It was 'automatically' set to 2462mb. CTP2 uses over 6000 mb. I set it 10500 max with 4000 starting size. Worked like a charm. Played through the whole game with not a single problem.

Hope this helps someone! :)
