Looks like the XLEngine site (http://xlengine.com) has gone. It has disappeared before, but came back the next day, but now it has been down for 3 or 4 days by my reckoning. Hope this doesn't mean the project has died.
Which project?
It's an engine recreation. It's supposed to support Daggerfall, Dark Forces, Blood and Shadow Warrior in the next version, which is a complete reworking of the project (there's a version that's out that can do some Daggerfall stuff and a mostly complete recreation/port of Dark Forces). However, work on it progresses painfully slowly. The new version was supposed to have a beta come out about a year ago, last we heard from the developer was a blog post in July (I think) apologising for the delays. The one before that was also apologising for the delays, that one was in April, I think.
A week on and it is still down. Not looking good. :(

Anyway the last commit is last year: perhaps the project is dead?
The website is finally back again.
Even though the site is back, I cannot imagine that the project will be completed in the near or even not so near future. Lucius has come and disappeared too many times.

I think it was a very bad idea to keep adding more games before support for even one of them was done. Its too bad that the code on GitHub only includes general platform stuff and not a single line of game code.
Luckily we still have BloodCM as a more than worthy replacement. Also gdxBlood is under progress, which will probably be even better than BCM when released.

Not really a secret at all. The big problem is that Night Dive will not be able to release that port without owning the rights of the Blood franchise and those rights are not really cheap. Sure I hope it'll appear some day but right now I think gdxBlood will be released sooner. Also I would like to see Night Dive finishing Turok 2 and Powerslave/Exhumed first.
Night Dive is probably very cautious about making sure they have the rights to a game sewn up,after what happened with "No One Lives Forever".where they announced they had acquired the rights,and had to backtrack when it turned out the rights were in legal limbo.
The guy is a gigantic asshole for abandoning this project.
I really hope someone with a harder work ethic picks it up.

Uh, not doing stuff for free != being an asshole. I'm surprised anyone creates software when it makes them have to deal with people like you.

He's resurrected the project under the name TheForceEngine, and dropped support for Blood, trying to focus on Dark Forces and Outlaws.

Who knows if it will go anywhere this time. I sure hope so since The Dark Forces desperately needs a modern engine (Outlaws could use some updates, but at least it already has high-resolution 3D rendering). Blood has like 5 at this point.
