What problem exactly?

I don't own "Siege of Dragonspear", however since it's a DLC, it should be installed automatically together with the base game. If "Baldur's Gate" was already installed when you bought "Siege of Dragonspear", then you must install it manually either using Galaxy or the offline installer: just follow this guide.

It should be possible via the Menu of the Galaxy Client. Without the possibility to test it - due to not having an active WIndows machine - it should be possible to download the installer manually and install the DLC via the installer itself. I don't know if the GOG Galaxy client does recognize the installation automatically but adding the existing installation at least should work.

first off Galaxy does not auto install Dlc when you first get them unless the game isn't already installed
example 1 you grab the dlc but the base game isn't installed yet = Galaxy should auto add the Dlc when the base game is installed

example 2 you grab the Dlc and already have BG1EE installed on your system [from Galaxy not the off line files] = galaxy needs to be told to add in the Dlc because that changes your base files and you should also start a new game [see images]
goto the bg1EE configure panel, then Dlc and tick next to which Dlc you want to add

Galaxy and off line installers DON'T mix... you can't use Galaxy to add Dlc to off line installed base game or add off line Dlc to Galaxy base games, its all off line or all Galaxy
