I'm going under my documents/baldurs gate ee but htere is no .ini file, I only have 3 folders (characters, portraits and save) and a .lua folder called Baldur.

am I doing something wrong? Running on windows 10 if that matters.

nevermind, I figured it out.
well I haven't figured it out, I'm on windows 7 and have very little computer skills so any help would be appreciated (especially if worded simply)

Assuming you are talking about BG:EE, you will not find an .ini file. Beamdog, in their infinite wisdom, changed the format and name. Go to ..\Documents\Baldur's Gate - Enhanced Edition\ and you will see a file called baldur.lua, which is a text file, like an .ini, so open it in Notepad. You will see a lot of lines beginning 'SetPrivateProfileString...'. Find the section with 'Program Options' and add the following in there:

SetPrivateProfileString('Program Options','Debug Mode','1')

Save and start your game.
