I'd guess it's under 10fps.

Disabling 3d acceleration makes it perform acceptably, but then it LOOKS like a sack of potatoes.

Win7 32 bit, Core 2 Duo, 3gb DDR, x3100 integrated graphics.

(My graphics suck, of course, but they are a thousand times better than the best discrete cards available when BG2 was released. Shouldn't be a problem.)

Don't change the settings in the config tool. Instead, open the graphics options in the ingame menu, and set it to 32 bit + turn off transparent creature shadows.

This dramatically increased my fps rate without worsening the game's looks. Maybe it works for you as well.
You need to realize that BG2 isn't actually a 3D game. It uses sprites, flat background images, and all the old 2d tricks, it just appears 3D because it's isometric. There's no major reason to have the acceleration on. I actually think the game looks better with it off, personally, but the difference is marginal either way.

It may also be the soft shadows, which have caused problems for lots of people over the years. Try disabling those (ingame) with the acceleration on and see if it helps.

I should have given more details. The "major reason" I want to enable 3d acceleration is that it renders the "fog of war" differently. Using the widescreen patch causes software-rendered fog of war to flicker like a strobe light when the screen scrolls.

I disabled transparent shadows to no avail, thanks for the suggestion though. I will continue looking for solutions and will post again if I find one.

EDIT: so...for what it's worth, i've found that the flickering only occurs at 1280 by XXX resolutions on my computer. 1024x768 does not flicker. So I guess I'll be playing this game with black bars on the side. It's a small point, but it's soooooooooo frustrating that a game engine would implement opengl so badly that it still has performance issues 12 years later.

It's probably not the games fault as much as modern video drivers. Features become deprecated or even worse can be completely removed, like ATI has done with some features that were popular 10 years ago but no longer used now. We are probably lucky OpenGL mode still works at all.
