My persuasion skill-bar has been acting weird. I have high charisma - 19 (max for my dwarf). I have seen my persuasion go up as I increased CHA, is this normal? The bar is already full, yet I can "increase it further". It currently only says that a next level of persuasion takes 12 CHA. I am an expert, but cannot yet accept the master quest from the gnome in Tarant (or do you have to go to Caladon by your own volition?). Also, a weird thing is, recently when I leveled up, I could decrease my persuasion by 3 to regain skill-points, for some reason, after which it said "you have no points in this skill" despite the bar still being 50% red. Maybe it's stuck with 50% red as the baseline?
I have the Equilibrium combat mod, but didn't see this mentioned in the readme.

Not really. However, if they have a supply of bandages in their inventory, they will usually use them instead of what they normally use for healing. This is why healer NPCs tend to have points in the Heal skill (Virgil certainly does); because it's aptitude-neutral, it allows them to help party members with the opposite aptitude without wasting fatigue points or salves. You'll need a lot of bandages, though.

In regards to Persuasion, you can only receive the mastery quest if you have a full bar of it (5 CP / 20 ranks), anything less won't work.
