So I was having difficultly getting this game to run properly, even with command line arguments like -no3d, -doublebuffer, and -fullscreen. A solution that I found that worked for me, and hopefully will work for many others, is to go into the nvidia control panel and to set arcanum to use the integrated card instead of the nvidia card.

I also still used the command line arguments I mentioned above, plus I am running the game as administrator and have disabled visual themes and desktop composition. best of luck to you all in getting the game to run properly!
