Do you think they will make this mod available for those who do not do steam? It seems to be very well done. What could we do to make it available for those of us at GOG?
I downloaded it from the link given in the steam workshop (look under 'installation sequence'):

It is standalone, so it does not matter, where you download.

You might be interested to know that Drog Black Tooth (author of Unofficial Arcanum Patch - UAP) is working on UAP 2.0 which will not only fix remaining bugs (including those in High Resolution patch) but also have optional mods like being able to play as ogres, dark elves, having more control over companions. He will also remove a level cap (which is 50 currently), make learning schematics easier

Some things he's done already:

My Reaction
Drog Black Tooth has just released an improved version of High Resolution Patch:
http://www.rpgcodex.net/forums/index.php?threads/arcanum-high-resolution-patch-version-1-5-release.115869/

CHANGELOG:

-- The patch is now configured and applied via a config file, no more command line prompts.
-- Many more settings and features are now available in the config file, to be further configured by the user to their liking.
-- The vertical position of the middle screen menus (e.g. inventory or load save) can now be set to top, bottom or center (default).
-- Most UI graphics have been cleaned up, the top shading has been removed and full size borders have been added.
-- Added fullscreen backgrounds to the main menu, 3 variants are available: just black, fade to black, fullscreen wooden background (also applies to options and credits).
-- Compiled a completely new crisp sharp size 18 dialog font which is true to the original.
-- Increased preload distance, so that you won't see stuck objects at very high resolutions. This feature is also user configurable.
-- Increased broacast distance, so that the followers can heed your commands at greater distances. This feature is also user configurable.
-- Splash screens are now centered.
-- Fixed all lingering UI bugs, such as the map menu navigation button not working properly.
-- Resolved the issue with the Half Ogre Island captain not spawning.
-- Added options to force the game to use windowed mode, software rendererer and double buffer.
-- Scrolling distance is no longer patched to be smaller, and both scrolling distance and scrolling FPS can now be configured in the config file.
-- Streamlined and cleaned up a lot of code. All patch scripts are fully commented.
-- Fixed a 'run as administrator' prompt on newer versions of Windows.
-- The DDrawCompat wrapper is included in the patch and can be optionally installed, recommended for Windows 8/10 users.

That part in particular is great news to me as I couldn't get the standalone level cap mods working when I tried a few years ago.
Will this work with the GOG version? I didn't even know Arcanum was on steam.

It is a standalone, so pretty much its own version. It does not require anything else.

Better install all the patches and mods separately.: http://www.shsforums.net/topic/33528-arcanum-unofficial-patch-extras/
but instead of HR patch 1.1a go with 1.5.
I just updated my arcanum multiverse. I hope that they fixed the reactions bug that was causing to flip back and forth from hate to love to hate. I had also the newest version of the patch from Drog before he took it all down and got it working great. I prefer it because it did not have that really annoying bug.
cant get it to run. crash on start
Is there anyway to download Multiverse Edition other than torrent? I do not trust or use torrents at all.

Nope.

Also torrents are completely fine security-wise, most Linux distributions are distributed via torrents since they are an easy and secure way to distribute large files.
