The glitches are killing me. I cannot operate the rotary phone in Chapter 2.

I found that the most reliable way to operate the phone, is to try to move the cursor along the outer edge of the dial. Don't move cursor to the inside. However, even when it glitches, the game might still register the number correctly as long as it thinks that you moved the dial all the way.
