For Windows all languages are available, for Mac OS X english only. Why? All these games are DOSBox games.

Agreed. You can patch together your own version (as I did), by using the Windows versions. But I agree it doesn't make sense why GOG wouldn't just include the other languages with the Mac wrappers.

I'm curious. Is this supposed to be the retail Mac version that was released back in the day (which should be hi-res compared to the PC version, same goes for the other AITD games which were released for Mac) or simply the PC version running through a Mac version of DOSBox?

It's the latter (PC version through DOSBox) unfortunately.
