As the title says. I'm solely interested in this for off-line play and have been waiting for improvements in that area. Any progress?

There were a few improvements, I'll sum them up:

1) After reaching lv max (60) you gain prestige levels, each level up gives you a crystal, 5 are needed to buy a rift disk, which when opened gives 3 items at random, ensuring at least a rare one (think of it as lootboxes which can be bought only through ingame currency);

2) If you find old/broken/tattered piece of clotes, you can repair them through fragments, which you obtain when destroying items in your inventory;

3) As per 1.11 update, you can now dye your clothes too;

4) You can now respec your character through rift crystals;

These are the substantial chances which are most important for the offline aspect of the game.

As you can see, aside these somewhat nice addition, all the rest is still blocked by the MP wall, especially the bosses rematch (which now play an even more important role for the prestige levels, as they give way more exp than marked ones which are the best way to get exp offline only).

Also, due to the EAC being added, we are getting many issues on the game too, so I'd say to wait a bit and search more before buing this game, as you are interested only in the offline part.

Good to see that there are some changes, but still no boss rematches... That's the most frustrating and pointless part of it, considering how short the story is supposed to be. I'll be holding off on a purchase like you suggest until that gets fixed.

Yeah, that's my best advice. I just hope they do "fix" it.
Sloclap are focused on improving the online experience. 3vs3 is the big new feature, but it seems dedicated for the high tier players. I'm still waiting for the devs to reveal the roadmap of futher plan, like they promissed. The request for new SP/Offline content is high, so expect I a response from Sloclap, once 3v3 is in a good state.
I still have some bosses to kill and most of the moves to complete, but I can already see the end of the current SP content.

The only hint of upcoming Singleplayer content are the "Mines of Adal", but Sloclap have been Silent on the PvE Dungeon. http://www.sloclap.com/game/

Absolver has been advertised as "Online Melee Action". Everything redirects to Combat Trials, but constant defeats wear me off over time. It's a vicious circle, players being intimidated by PvP, so the actual bar for entry and playercount stays high. However, the official Discord has been chill and nice. You might find somebody there to fight.

edit: let's not forget staffs. Seen in the first teaser...
