Essentially what you are buying here is 10 small pictures. We can dress it up with a fancy description but that is what you are getting.
This game has been around for a long time, the odds are looking through a mod site you will find pictures of a similar quality and with a larger diversity of choices than offered here, unless you really really like multiple pictures shown above.
In terms of value for money $2.99 is a big ask for small and insignificant pieces of artwork, it would be hard to recommend it at even 90% off compared to the excellent modders work available freely which is far more diverse.
This feels like something which most publishers would freely chuck in as a pre-order, retailer exclusive or as a sweetener for those would already brought the original version of the game for purchasing a paid tweaked edition, sadly it is non of that and rather shameless for what it actually offers.
