Just open up your UT2004\System\UT2004.ini file, and replace ReduceMouseLag=True with ReduceMouseLag=False and save.
Shouldn't this be patched by GOG into the game then?
This is an easy fix to do oneself, but it still is frustrating, and should at least be stickied or something...
