On Windows systems, open the following file:
%appdata%\ToothAndTail\Options.xml
Change the line
<LanguageOverride\ >
into
<LanguageOverride>german</LanguageOverride>
Replace "german" by your favourite language. For all available languages, check the folder
GOG Galaxy\Games\Tooth and Tail\content\strings

But the Developer are realy sloppy about there Game, wen the Community must edit some Files to run the Game in an other Language....

Not only the developer, GOG should not advertise this game as textual multi-language, if there is simply no way to change the language without reverse-engineering config files by your own. (Even on GOG Galaxy, the language selection drop down menu has been disabled yet, maybe by mistake).

With the latest update the devs made it easier for people who want to play in another language than English. Now the game autodetects the language of the OS setting the game accorfingly and you only need to modify the config as shown above if you want to override the detected language. That'S the reason GOG removed all foreign language installers offering the English only containing all languages.
