I know this might sound a little wacky but this came to my mind when Cedric. The points may be a bit far fetched but consider them for a moment .
If you notice unlike other elves he has a kind of golden brown armor kind of thing beneath his clothing.
Also if you sided with Iorveth in ch 1 and chose to help him in ch 3 instead of going to save triss, you would know that more powerful golden dragons can see into the future . And cedric has visions, he even tells Geralt how he would recover some of his memory fighting the wraiths in the eternal battle quest in ch2. (if that's not looking into the future I don't know what is)
Add to this the fact that he more or less neutral b/w elves and humans ( he cares more for the bloody forest than elves), and he's really old even for an elf, I think him being a golden dragon is quite probable.

i dunno may he was too old and tired of life or whatever.
What do you think is the reason for his visions and how he was able to tell Geralt about his future?
Is he an elven sorcerer or do all elves have this kind of power but is dormant in the rest ?
He is a source, that's why he can see the future...

The elves have lost a lot during the past few centuries; they used to have more powers. Cedric is a very, very old elf. It's possible that he has powers that the younger elves no longer have.

If you played The Witcher 1, you know that Alvin had visions, and if you've read the books, you know that Ciri did, as well. It's possible that Cedric has some of Lara's blood; perhaps he's even a Source.

yeah, i guess that's more probable than him being a dragon
Besides Saskia is a Gold Dragon as well (or at least a half-breed version) and she doesn't see the future, so there's nothing indicating that visions are an inherit trait of Gold Dragons (at least in the games, haven't read the books).

Don't know about the books, but Saskia says so in the game.
I though Cedric was a source, I think even Triss explained that he had the elder blood and the reason he drank was to forget the visions just like Alvin had visions in Witcher 1. So Saskia's father was a dragon damm I didn't know that.
