They've not been available for sale and have been available via torrent for a while now... how exactly is this in any way 'dangerous'?

Dangerous as in "likely to infuriate people who bought the CE or bought the game in a specific shop to get "exclusive" DLC, while everyone can download it a week after the launch".
You didn't pay for the vendor dlc, all the dlc is free ANYWAYS, nothing is stopping anyone from getting all the DLC because the emails are automated

edit: CE people shouldn't be getting mad because they didn't pay $130 for a jacket and pants, they paid for the dice and bust and oren and stuff

I'm not saying people SHOULD be mad, but they most likely will be anyway :)
However, when you consider all the bad stuff that already happened since the release of the game, I'd say releasing all the DLCs to everyone is the least troubling one :]
I'm really proud of CDPR that they showed us that they understand their failure with the new update/DLC system.
Well, in a way, I look at it this way - why should the players be mad? They still have their "unique" item and other people's unique items as well. It's a win/win for everyone. Sure, it's a nice bonus and a nice carrot, but frankly, this isn't a multiplayer game, and measuring your uniqueness against others doesn't really work that well.

The people this might infuriate is the vendors that had the DLC codes to "lure" the purchasers for preorder, but even then, they got their preorder buyers anyway and whatever happens after that doesn't matter.

So, if this is indeed intended, and not just a way to abuse the system, it's a very nice move.

wont bother me. ive got all the playing cards, dice etc. which is really what i buy CE's for. not the digital stuff.

Although, the launcher can't install the DLC it seems. When I checked Downloadable Content all the DLC added had the Download icon next to it, whereas my Swordsman & troll trouble DLC I had from before had a green Accepted icon
Apparently, the new patch 1.1 makes the all versions of the game DRM-free.
Perhaps this is a way of making all versions have the same "benefits"?

The CE's appeal was the bust and other items, not having all this stuff. If you've ever got this kind of mini-DLC before, you should know that it's always useless in the game after a few hours. Also, buying from a particular shop just to get a certain piece of clothing in the game? I seriously hope you guys don't do this.

Ah shit. I just installed one of them while TW2 was actually running minimised. It said it was successful and nothing's broken so... that's good, I guess.

I really don't think those links were intended for release to the public like that.
There's nothing on the community blog entry to indicate "Hey folks, come download all the DLC you weren't entitled to in the first place"
