You can buy them from Anezka just outside of town.

Then just start the tattoo dialog with Triss again about how to remove it.
Advice: You can get most of the answers to your quest related questions quicker by looking for them in the game guide(you must have it as it was free).
Why not keep the tattoo? Triss seems to like it.

It is an ugly one in my opininon, Blue Stripes' has no taste. And Ves... You can see she has tattoos all over her if you "take her card", tasteless in my opinion. And she isn't that beautiful either, it is being a woman in special forces that makes her attractive.
I like the tattoo. Gerault wll keep it!

If you played Witcher, you'll know there were "sexcards" which you "take" if you have sexual relationship with someone. I was just making a reference to that.
Since my roches path playthrough, I always keep the tatoo.
After the night of hardass drinking with thirteen, im a stripe!

During chapter 2 in roche's path, if that's what you're looking for.
I didn't like the default tattoo, so I changed it to skull and bones.
I may even just create a transparent texture.. not too crazy about tattoos being in-game.
Geralt should have a tattoo saying " Silver for monsters, Steel for humanoids, Skin for sorceresses."

geralt's tattoo is based the figurehead in front of the boat they arrived in to flotsam. nice little detail.
