I just bought the Witcher 2 Enhanced Edition and the configuration tool tells me I must run on the lowest settings. I started the game and discovered it is unplayable due to input and graphical lag. One thing I noticed is that the game configuration tool seems to think I only have 32 mb of RAM.

My PC runs Skyrim and other games with no trouble at all, here are my specs:

I would say minimum is about right . Witcher 2 is one of the more graphics hungry games on the market. You might do ok by running a resolution of 1280 x 720. Is that card temp at idle? If it is then you might want to check for dust buildup inside your computer.
Thanks for noticing the GPU temp, I did need to clean it up! As for the system specs, the game is unplayable even at the lowest setting but I can play Skyrim on Very High Settings and it stays above 50 fps. I guess I should have checked the forums before spending my twelve bucks, but at least I didn't pay full price.

you should be able to get 35 fps @ 1280x1024

I would look into why your memory is running single channel.
Is it possible the 32mb of memory detected, is the dedicated memory of your onboard graphics card?

A 9800GT is pretty much on par with the minimum recommended GeForce 8800
