I just made some steps in the tutorial, but there is already this situation wich bothers me.
The Game resolution ist at 3840x2160 and with the "correct" settings I get decent FPS (above 30, mostly near 40 or more)

But in the first cutscene, the FPS drops to around 13.
Why?
And is there the posibility to fix that?
Because in FullHD I don't have these drops.

CPU: FX 8320
GPU: R9 290

Toggling the "Depth of Field" setting in the launcher's options (Options => Advanced Options) usually helps.

You're playing on a very high resolution by the way.
1920x1080 has exactly the same aspect ratio, so it will scale flawlessly on your monitor and it will still look excellent. Give this lower resolution a try and see if the cutscenes run better.
I know that the resolution is high.
But as I mentioned before, I didn't max out every option and get good FPS (around 40) in the game itself.
Only in the cutscenes there are these drops

And I also tested it before in FHD, in this case, there is no problem with the FPS.
There are no FPS-drops in the cutscenes.

That is what bothers me....
Why does the game work well all the time in UHD but only in cutscenes it struggles....

Both pictures are complete differently computed. While the 3D engine apparently works fine with high res, the video processing of the cutscenes doesn't. Videos often use, if at all, only a bit of your hardware acceleration capabilities, while 3D environments get much more out of your graphics card.
but for me, it is the first game that has these problems with cutscenes and high resolutions...
gonna try it in 2560x1440

I'm glad it works. Just for statistics, your new resolution has only 44% of pixels of the former UHD resolution. That's considerably less load to process, which shows in FPS. Anyway, it looks like the optimization of the game's cutscene playback is indeed suboptimal.

UHD wasn't a topic at that time

hope TW 3 doesn't have these problems with UHD....
