This happened to me a couple of times in the prologue using a controller. I was able to regain control after using the medallion.
I personally had little problems in chapter 1, just some slow response to my key taps, but in chapter 2 there is sometimes no response at all with the keyboard or mouse. It is definitely not a setting, most definitely a bug.
I get the feeling of no resonse from keyboard as well. I thought at first my Keyboard was broken but it isn't on further investigation. Can't see how a bugs like these can slip by testers.
After beating the crap out of Letho I wasn't able to move as well, same picture as above. So what I had to do was draw my weapon and then Geralt could walk again. Nay sure if that maybe fixes your problem as well but it certainly is worth a try!
I've had similar bugs too... Once all controls except WASD stopped working, and once all controls except Mouse look. Pretty annoying, had to reload an earlier autosave (quicksaving and reloading didn't work). Both times it seemed to happen when I was throwing a bomb.
It happenned to me twice so far: everything works except WASD. I fiddle around and then eventually everything works again. Not sure what I did exactly (could be drawing weapons, as previously mentioned).

That said: how can you overwrite existing savegames anyway? Whenever I save, or even quicksave, it writes a new savegame file (in fact, it's getting pretty bloated and soon I'll need to delete a bunch).

Yep, this has happened to me a couple times too. No response from keyboard or mouse during a fight scene. Glad I'm not the only one, hopefully will be fixed.

This happened to me early when I tried to throw a dagger. All I could do was use wasd, mouse and other keyboard wouldn't work. I had to reload a previous save. Then it happened again later on where only wasd would work so I saved it and reloaded but this time I could only use my mouse so I had to reload a past load again.
I noticed this too. But since I started using the XBox controller, it hasn't happened.

I never thought i'd say this in my life about a Witcher game, but it's better to play this game with a controller than the mouse and keyboard. Much more comfortable and natural. And functionable.

They obviously made this game with the sole purpose of catering to the future console croud, once it gets released for them.

To say they made this game strictly for PC users is absolute BS.

Consoles are coming. You can tell just by the way this game fuctions.

Great game, but I may be one of the few who can honestly say I like the first one better.

I miss the freedom of choosing the three different camera views.

Especially Isometric/top-down.

And I miss directional and event mouse clicking.
I wish it didn't come to consoles :( now the console fanboys are gonna be happy, we were never given Red Dead Redemption for PC and we won't ever get it from Rockstar same with LA Noire, this is fucking bullshit!

What? This is the exact opposite of what happens to me.

The ONLY thing that works is WASD :P

I've had this happen as well, and I believe it's related to the ability to aim bombs in first person mode. When you go in to a mode like that, it locks out all other controls. Once when it hapened, I was able to get control back using the block and bomb buttons.

Even more irritating, and more of a bug with the cover system in stealth is when Geralt gets stuck it "sidle along wall" mode and sidles off of the wall and won't exit that stance.
I love both of the games, but I find the second one a tiny bit more awesome. I definitely miss passer Talar from first one tho :P. "No i jak robimy interes kurwa?" :D "
Didn't have any problem at all with this game 2 years ago when I played it halfway through.
But I've gotten this bug two times now and I'm just at the mission "To The Temple".

EDIT:
I just smashed WASD, Q, E, LMB and RMB. Suddenly it worked again :D
