So, I've had this exact problem that has spanned multiple GPU's, which is leading me to believe the issue is with the game or somehow I have a bottleneck or something. Basically there is a very specific area in the forest that causes my FPS to drop to around 40 from 60 and then it is right back up to 60 again. It's only for a split second, but it does it in the exact same location every time, as if it's loading more of the area or something. Basically if you can imagine a line on the forest floor that is right past the cemetery, that's what I am talking about. Does anyone else have this issue?

My setup:

MSI 980ti 6GB
i5 4670k
16GB RAM

The game is maxed out except for uber sampling.

Edit: In fact, every time this happens in that spot, the saving/loading symbol pops up.

You answered your own question. The FPS drop happens because your game autosaves at that point. I would suggest to turn off autosave but if I remember correctly this isn`t possible per default options.
