I know a lot of people have been saying they're having problems with old saves and all, and it's highly reccomended to start a new game after updating to EE. But what I want to know is: has it been officially stated that "you cannot use old saves on EE" ? Did the devs say anything about it?

Dev haven't say anything, but i can see why it broke old save file. There are plenty of new "trigger" cut scene. Old save file might not be compatible with these.

it is said that you could resume your old saves, but you will not be able to access the new contents with them.

you can in most cases.
I loaded end of ch2 to replay ch3 end epilogue with new quests no problem
