I recently upgraded my system and I began to have problems playing The Witcher. It played fine earlier this year before I upgraded my system, but more recently its begun to have issues.

Every so often, the game will get "hitched" on something and stop working. The display just doesn't move. I can hear that the game is still running, but the display doesn't update. This issue kept getting worse until, finally, it wouldn't load at all. I followed the fix listed regarding running the game in Windowed mode and it worked! However, cutscenes would only show the opening frame and that was it. I followed the instructions regarding lowering the light levels and that worked as well.

So far, so good. I played through the rest of Chapter 1 and all of Chapter 2 with no issues. Now, on Chapter 3 (if it matters, I've begun to have issues again. Again, I'll be in a fight and the game will appear to just freeze, but I can still hear Geralt's butt being kicked in the background. It has also happened in less exciting scenes. Just now, I was walking in Triss's house, and the game got hung up. It will "catch up" and start working again eventually (or has so far), but it gets worse as I keep playing and eventually I just need to quit.

I've tried a few games since the upgraded and none of them have had issues, but I haven't really played them extensively (really only loading them up to see if there were issues). The only other game I've played for any extended period of time since the upgrade is Civ V and that was worked swimmingly.

So, any thoughts?

Haven't seen those exact problems before, but I do know that accumulating save games can cause a lot of instability. In The Witcher, quicksaves do not overwrite earlier quicksaves, so you can quickly build up a huge number of save files, which can cause instability in the game. Try backing up and deleting some of these. There are more detailed instructions in the first post of this thread.
For some reason, I can't get V-sync to work. I've tried CCC, RivaTuner, and RadeonPro, all to no avail.

I have FX-6300, R9 270 and Windows 8.1 if that helps.

I have an R9 280x and I got it to work using D3DOverrider. This is included with RivaTuner but is not actually RivaTuner. It's just a tiny little program that runs in the system tray and forces vsync. Have you explicitly tried D3DOverrider?

No, I don't hear any sound. Application Detection Level doesn't really do anything.
I downloaded D3DOverrider from PCGamingwiki link.
I actually added "launcher.exe", I don't see "witcher.exe" in game directory.
The witcher.exe file is into the System subdirectory.
