According to Tom from Xseed (at the Xseed forums), they've only barely started porting Cold Steel II to PC, but they're currently spending most of their time addressing any issues with Cold Steel I. The reason for this is because they'll be reusing a lot of code for CS2, and they want to make sure it's as stable as possible in CS1 first.

So, I would imagine that when they do turn their full attention to CS2, it should be a relatively streamlined process.

Hopefully in a few months; december if we're Lucky, early 2018 otherwise. The porting process still has to begin and they want Cold Steel 1 to be as stable as possible so they won't end up fixing similar issues twice.
