The last Terraria sale on GOG was in July 2017, meanwhile it goes on Steam sales very often. Why is that?

Asking the wrong people and the wrong place, ask Re-logic/Red/Cenix about that.

I figured they would visit this forum sometimes - some developers do, in fact.

Fair point, but I don't think I ever seen Red, Cenx, Yrmir or any of the other Re-logic team here. If they do lurk they are pretty quiet. You may have better luck on their discord, twitter or the offical Terraria forums they seem to check those far more.
It's on sale now. 50% off.
No clue

If you are not even willing to spend 10 bucks on this game,
which got better and better over the years and
is still being worked on, you do not deserve a discount.

Man up!
I mean, seriously, you probably bought Cyberpunk 2077
for 60 bucks even though it is not even released yet, no?

(Sidenote, look at other games that got more expensive after 1.0 or so
RimWorld as an example started at 15 bucks (iirc),
is now at 30 bucks and NEVER was on sale)

I bought Terraria when it wasn't on a sale, so I did pay 10 bucks.
No, I don't care about Cyberpunk whatsoever.
And before posting this topic it did go on Steam sales anyway, but not on GOG sales, so your argument doesn't make sense.
