The manual references one, but I can't find it anywhere. I really want to play around with it.

Look in the c:\Program Files\GOG.com\Strategic Command folder (or wherever the game is installed, but I believe that is the default). There is a Campaign Editor.exe file there. I guess that is what you are looking for (although I haven't tried it; see my last post on this forum...).
