I have had no success rebinding keys in Soldiers. Specifically, I want to change the camera scroll keys from the numpad. When doing so, it appears to work until I hit apply. At that point, the buttons all reset to default, even non-camera keys. Suggestions?

I have the same problems. Controlling your guy with the num keys and still aiming with the mouse is pretty much impossible for me as I play with my keyboard in my lap.
Why would they set that as the default anyways? It's a horrible control layout.

Here's a manual fix that seems to work for me.
Browse to the /profiles/ folder in the game installation folder.
Open up your profile, for example, /player/.
Edit the keys file using notepad.
Here, you change the keys to what you want.
You may assign the same key to multiple actions. But haven't tried editing the "unassignable" keys.
