So, this an issue I have been having. I cannot play the game through the official shortcut or through Galaxy, as the framerate is so low it is unplayable. However, I can launch it through the official patch 1.04, but it skips all movies and the dialogue will cut out at random. Can anyone help?

A question - do you have CPUIdle = 1 in [Options] section ofsepterra.ini? If yes - try to turn it to CPUIdle = 0. This helped me with frames issue, maybe it will help you.

Just tried that. It didn't help.
I am not sure you will be able to truly play it in Galaxy, as this game doesn't like any other applications running same time on modern OS. You must be sure you have nothing in background - no Galaxy, no Steam, no Punto Switcher, no active antivirus. Some antiviruses cause this to games, so be sure to make exceptions or even disable antivirus during playing.

I disabled every program that was running in the background and installed it without galaxy, still no good.

Are you a victim of Windows 10? If yes, then try the following (shamelessly copied from other board):

Make sure you have enabled DirectPlay in Control Panel:

Control Panel >> Programs & Features >> Turn Windows features on or off >> Legacy Components >> check DirectPlay

Check if there is anything else of that kind for DirectDraw.

I am playing on windows 10, and i have direct play checked.
