MarkoH01: Great advice. Why do you buy on GOG? Yes, to get a DRM-free version and the Steam version is not DRM-free. But thank you for your "input".
"The reason we've locked our version at 30 FPS is that the game engine is build around 30 FPS and running it at any other breaks cutscenes, scripts, as well as some in-game content. If the cap is removed (ie. if the version of the game is not locked and the game can easily be run at a different FPS), a number of various stability issues arise. Our fix keeps the game stable and hence we won't be reverting it. " This is why they locked it at 30 fps.

MarkoH01: Still want this to be officially offered but so long for everybody interested take a look here to remove the cap completely:
https://www.gog.com/forum/saints_row_series/instructions_how_to_completely_remove_the_30fps_cap_from_saints_row_2
What I don't think has been taken into account by Gog when they made this change is that the majority of the game is not cutscenes it is actual gameplay. https://www.gog.com/forum/saints_row_series/instructions_how_to_completely_remove_the_30fps_cap_from_saints_row_2
The handling for vehicles is pretty awful even with the GOTR mod used, it is significantly worse with the 30fps cap.
If they only tried the on-foot missions I could kind of understand them giving it a pass but driving missions are essential to play. A cellphone disappearing and reappearing during a cutscene is not.
It seems to me more likely they needed to cap the fps for just the cutscenes to get them to render properly (even then it is a pretty minor bug compared to the impact of the 'fix').
Maybe GOG should have contacted the author of the GOTR as he now works for Volition.
My view for what little it is worth is they should provide the capped & uncapped version of the executable & let you select which version you want to use rather than fixing one thing by breaking other things.

"If changing executable name, and Nvidia inspector method didn't worked for you, then there much more that we can do here.
As you are aware GOG is not the developer of this game and we cannot make such a decision, about game's executable. However I've forwarded your feedback to our product team.
I'm afraid that there isn't much more that we can do here.
I'm sorry for inconvenience."
But just follow the link above and you will stell get what you want - just not officially supported but better than not at all.

To be fair: it was the answer of tech support and not product development. But of course the answer is just the easiest to give. As I now have at least an unofficial solution I am not than angry about it anymore because, truth to be told, I did not expect anything else.
