as the question asks, does the gog release fix the timing issue that has plagued this game since release on win 7 64 bit
after two hours of gameplay i haven't encountered it.

Then, you'll have to use the Command Prompt to make sure it is enabled.

To do so, just press on start, then on the Search tab, type "cmd". A program named "cmd.exe" will appear.
Right click on it for its context menu, then click on "Run as Administrator".
In the CMD window, type "bcdedit /set useplatformclock true" without the quotes, then click enter and restart your PC.
and that fixed the timing issue for me.

Supposedly changing the timers can have negative impacts on other systems or programs. Not keen on that as it supposedly is meant for debug only.

Do you have a source for this? I don't doubt this and assumed there would be negative consequences but would like a source if possible.

Edit2: This seems to be a very controversial topic, surprisingly. Some people seem to believe it can help alleviate performance woes, whereas others think that it's a bad move. This article is extremely interesting and has emails from a supposed developer on Windows which says that it isn't inherently dangerous.

YMMV, I guess.
