I just got it for free, does it include all the console edition DLCs?

If not, does the Gentlemen Of The Row mod include the missing content, most notably the Ultor missions?

The console DLCs were never officially ported to PC, and by the looks of it, they never will.

Gentlemen of the Row includes only two of the DLC missions, if its ModDB profile is up-to-date.
You mean the missions are not fully ported yet?

Two missions are, but the rest aren't, and given the fact that IdolNinja is now a Volition employee, I don't know if we should get our hopes up, as he's likely busy with other things over there.

...well, if you have the Xbox 360 version with DLCs, IdolNinja shared someone's potential solution for porting the rest: http://idolninja.saintsrowmods.com/sr2/info_utils/dlc_info.txt
Saint's Row 2 is one of the most godawful PC "ports" I've seen, the lack of effort, lack of enthusiasm by the publisher, lack of respect for the platform, everything is lazy about it, half assed and poorly executed.

It's from the dark days of 2009 when everyone was sure consoles were the future, the only future of gaming and PC ports were generally pathetic, e.g. this and Dead Space.

Console fanboys always existed, but I don't think there was ever a time "everyone" thought consoles were the future of gamign.

I'm not talking about fanboys, I'm talking about the publishers. The EAs and the Ubisofts. In 2008-2009 PC gaming sales were down, down, down and piracy was rampant. This was before Steam and gog.com changed the landscape.

The future of games was on the XBOX 360 and PS3 in the eyes of publishers.
